Overview : From an offensive perspective, I rated and ranked 1,402 MiLB players from Start of Season — May 12th, 2025, with a 50 minimum Plate appearance requirement. Players were assessed using a neutralized Run Value system to measure their overall offensive production, broken down into two core components:
“The Run Tool”— Captures the value generated from non-hit plate appearances (walks, stolen bases, etc.)
“The Hit Tool”— Measures a player’s offensive impact via hitting
“Overall” — A sum of Run Tool and Hit Tool, representing overall offensive contribution
Each player is ranked in these three categories: Run Tool, Hit Tool , and Overall . This week I’m releasing a list of all the baseball players rates & ranks, breaking down the top 10 in this blog, link to the full list of 1,402 players.
Before I jump into the Top Player Breakdown. I received some feedback from a reader at a game in real life (pretty cool) and they had some questions about what the rates “Hit Tool” “Run Tool” “Overall Rate” mean and how it works…
Sometimes I forget not every reader was a former underwriter that turned down a pro baseball contract. As an underwriter rates/rating risks were my thing. So every offensive event has a run value associated with it, and I am breaking that down to a per Plate Appearance Basis. So I give every baseball event has a predetermined set run value. I then separate those value down into the Hit Tool Rate (1B,2B,3B,HR) + Run Tool Rate (BB, SB, HBP) = Overall Rate.
Here is a breakdown of MiLB’s Overall Rates …

If you look at 15 players that have posted Elite production (>0.212) with a minimum of 50 AB’s - 8 (53%) of them have been promoted since my last blog.
Here is an excerpt from my last blog where I talked about Overall Rate and what it could mean in terms of promotion…
I don’t know anyone else calling it this, but I believe it’s fair to say that when you post ‘Barry Bonds level production’ of a minor league level a promotion could be in the near future. (For reference, that Barry Bonds Overall Rate of .21 over a 22 year MLB career so at the highest level). We are obviously looking at a much smaller sample size at lower levels of competition, but ‘Barry Bonds level mastery/production’ nonetheless.
So Boz, is the only way to get promoted or noticed to post ‘Barry Bonds level mastery’? Don’t ask me, why do you think I’m writing this blog series… All things being equal, not injury/need based, ‘The Barry Bonds level mastery' scale could be one way…If I were GM, I would probably use a MLB production scale. If you read my other blogs, I use a MLB standard scale for production + some form of in-person scouting to understand whether a player is ready for a promotion or MLB transition.
Like I do with my KBO/NPB blogs, if I were looking to acquire or in this case promote a player from another league with lower competition, then I need this player to be producing at a MLB above average production or better. Here is a general guideline of MLB overall production rates and where MiLB players stand…
Six of one, half a dozen of the other whether you want to compare player to their MiLB contemporaries or MLB production scale. Using an MLB scale to measure MiLB production opens the pool of players and gives me an exact idea of the ultimate bar I am measuring these players against. Bottom line, production gets you on my radar then I wants to get trusted eyes on you.
How is this “Overall Rate” thing practical Boz?
Lets take a quick look at the 2025 season numbers…
In 2025 teams are averaging 4.36 Runs per Game (R/G) , and 38.025 Plate Appearances per Game (PA/G) or 4.225 Plate Appearances per Player (PA/Player). This means the average player has an Overall Rate of .115. Those are the facts and here is how it’s practical. You can use overall rate to make production projections.
Boz, then why does your MLB production scale have the average player at .125 - .138?
It’s tough to create a static scale that applies across the board. It’s more like a positional sliding scale when you really dive deep into it. At the end of the day it’s a guideline … Other factors, my scale uses a larger sample size, 2023-2024 seasons. We are only 25% through the 2025 season, generally pitching has the advantage early in seasons.
That said, since I prefer the MLB production scale I have color coded each player according to their MLB production level…

I thought his approach was advanced, despite 0-4 performance in GM #2 he was 4-4 in getting to hitters counts and making good swing decisions. The results might not have been there in the box score, but that’s the type of approach that will get results. I feel he is ready for a challenge at the next level. He seems comfortable in his game and showed an ability to adjusted mid game (see notes AB#4) gets on base and stole second within a few pitches. + CF play. Nice line drive the other way GM1 -AB#3.

MiLB Pitching Report :
There is limited data on pitchers in MiLB. There’s no end result data besides hits & HR , so I had to use MLB probabilities on the outcomes of singles, doubles, and triples. It’s not great, I’m not going to dive too deep into it, but I felt I needed to put my hat in the ring if this is what everyone else is doing. From the pitching perspective, I rated & ranked 1700 MiLB pitchers from the start of the season - 5/12/25 with a minimum requirement of 10 IP. The pitchers are rated the same way in terms of run value but instead of PA innings, but in the inverse manner. Like I said it’s not great, I’m not going to dive too deep into it.
