Document : College Player Rates & Ranks Weekly Report #13— Amateur
Level : Division 1
Source : https://www.fangraphs.com/ , IBB walk data pulled from Baseball Reference.
Offensive Data pulled : Thursday, June 5, 2025 10:57 AM ET
Pitchers Data pulled: Thursday, June 5, 2025 10:57 AM ET
Overview : From an offensive perspective, I rated & ranked 2,722 Division 1 players from Start of Season — May, 6/5/25 2025, with 120 minimum Plate appearance requirement. Players were assessed using a neutralized Run Value system to measure their overall offensive production, broken down into two core components:
“The Run Tool”— Captures the value generated from non-hit plate appearances (walks, stolen bases, etc.)
“The Hit Tool”— Measures a player’s offensive impact via hitting
“Overall” — A sum of Run Tool and Hit Tool, representing overall offensive contribution
Each player is ranked in these three categories: Run Tool, Hit Tool , and Overall . This week I’m releasing a list of all the baseball players and I will be breaking down the elite players by age in this blog.

Before I jump into the Top Player Breakdown. I received some feedback from a reader at a game in real life (pretty cool) and they had some questions about what the rates “Hit Tool” “Run Tool” “Overall Rate” mean and how it works…
Sometimes I forget not every reader was a former underwriter that turned down a pro baseball contract. As an underwriter rates/rating risks were my thing. So every offensive event has a run value associated with it, and I am breaking that down to a per Plate Appearance Basis. So I give every baseball event has a predetermined set run value. I then separate those value down into the Hit Tool Rate (1B,2B,3B,HR) + Run Tool Rate (BB, SB, HBP) = Overall Rate.
Here is a breakdown of D1 Overall Rates …
You can view the spreadsheet however you want. It’s initially filtered by Rank on the Far Right.
You can also group by Age. Follow the screenshot below. You click the little calculator thing then click on Group by Age from the dropdown.
Reminder, if you filter by age, some players do not have their ages in Fangraphs or Baseball-Reference, so make sure to check the (Blanks) section at the bottom.
With that in mind lets take a look at the Top Players by each Age...

Pitching : There is limited data on pitchers in college. It’s almost not even worth doing a ranking, but I felt I needed to put my hat in the ring if this is what everyone else is doing. From the pitching perspective, I rated & ranked 2,794 Division 1 pitchers for the dates of 2/14/25–6/5/25 with a minimum requirement of 20 IP. The pitchers are rated the same way in terms of run value but instead of PA innings, but in the inverse manner. There’s no Batted Ball data, so I had to use MLB probabilities on the outcomes of hits. Like I said it’s not great, I’m not going to dive too deep into it. Link to top 400.
